काठमाडौं । माध्यमिक तहका परीक्षा नहुने भन्ने भ्रममा नपर्न विद्यार्थीहरुलाई प्रष्ट गरिएको छ । राष्ट्रिय परीक्षा बोर्डका पदाधिकारीहरुले परीक्षा सञ्चालन गरी प्रमाणपत्र जारी गर्ने व्यवस्था कानुनमा नै भएकाले परीक्षा कुनै पनि हालतमा हुने बताएका छन् ।

शिक्षा पक्रकार सञ्जाल (इजोन) ले आज अनलाइनमाध्यमबाट आयोजना गरेको अन्तरक्रियामा राष्ट्रिय परीक्षा बोर्डका अध्यक्ष प्रा.डा. चन्द्रमणि पौडेलले बोर्ड कानुनको पालना गर्ने निकाय भएकोले यो निर्णयबाट बाहिर जान नमिल्ने बताउनुभयो । उहाले कानुन परिवर्तन नगरी परीक्षा स्थगित गर्न असम्भव रहेको स्पष्ट पार्नुभयो ।

उहाले सरकारले कोरोना भाइरसको संक्रमणबाट सुरक्षित भएको सरकारले घोषणा गरेपछिमात्र परीक्षा हुनसक्ने र भाइरस नियन्त्रण हुन नसकेमा एक, दुई शैक्षिक सत्रसमेत गुम्न सक्ने बताउँदै भन्नुभयो–, नियन्त्रण भएको घोषणा गरिएको कम्तीमा दुई साता समय दिइ परीक्षा सञ्चालन हुनेछ ।

प्रवेशिका परीक्षा (एसईई)लाई सहज बनाउन अनिवार्य विषयको बोर्डले र बाँकी ऐच्छिक विषयको विद्यालयले नै लिन पाउने प्रस्ताव शिक्षा मन्त्रालयमा बुझाइएको छ । बोर्डका अध्यक्ष डा. पौडेलले छिटो छरितो ढङगले एसईई सम्पन्न गर्न त्यस्तो प्रस्ताव मन्त्रालयमा बुझाइएको बताउँदै त्यसरी परीक्षा सञ्चालन गर्न राष्ट्रिय पाठ्यक्रम तथा मूल्याङ्कन परिषद्ले स्वीकृत गर्नुपर्ने हुन्छ भने । परिषद्को अध्यक्षता शिक्षामन्त्रीले गर्ने कानुनी प्रावधान छ ।

कार्यक्रममा शिक्षा मन्त्रालयका प्रवक्ता दीपक शर्माले आफूहरु पर्ख र हेरको स्थितिमा रहेको बताउनभयो । उहाले मन्त्रालयले विभिन्न विकल्पनका बारेमा छलफल गरिरहेको र अझै टुङ्गोमा नपुगिसकेको उल्लेख गर्दै कोरोना भाइरस नियन्त्रणपछिमात्र परीक्षाका बारेमा सोच्न सकिने बताउनुभयो ।

उहाले सकभर परीक्षार्थीलाई घरपायक परीक्षा दिन पाउने व्यवस्था गर्न आन्तरिक गृहकार्य गरिरहेको छौ । उहाले ‘आन्तरिक मूल्याङ्कनका आधारमा प्रमाणपत्र जारी गर्ने भन्ने कानुनी व्यवस्था नभएको स्पष्ट पार्नुभयो । भननुभयो–त्यसका लागि कानुन नै संशोधन गर्नुपर्दछ । अध्यादेशका रुपमा वा संसदबाट शिक्षा ऐन परिवर्तन गरी त्यस्तो व्यवस्था भएमात्र परीक्षा सञ्चालन नहुने भनाइ ती पदाधिकारीहरुको छ ।

एसईई कार्यालयका परीक्षा नियन्त्रक रामराज खकुरेलले एसईईका परीक्षार्थीलाई सजिलो बनाइदिन उपकेन्द्र कायम गर्ने बारेमा सोचिएको र त्यसका शिक्षा विकास तथा समन्वय एकाइसँग प्रस्ताव मागिएको जानकारी दिनुभयो । एकाइले वैशाख महिनाभित्र केकति उपकेन्द्र कायम गर्न सकिन्छ भन्ने बारेमा अध्ययन गरी पनिकामा प्रस्ताव पठाउनेछन् ।

उनले उपकेन्द्र कायम हुन सकेमा एउटा बेन्चमा एकजना परीक्षार्थीलाई राखेर र प्रत्येक उपकेन्द्रमा बढीमा ५० जनासम्म परीक्षार्थी राख्न सकिने बताए । यसअघि पनिकाले एक हजार ९ सय ९५ परीक्षा केन्द्रलाई वृद्धि गरी कतिसम्म र्पुयाउन सकिन्छ भनेर प्रस्ताव माग गर्दा एकाइहरुले ७ सय २७ परीक्षा केन्द्र थप्न सकिने बताउनुभएको थियो ।

परीक्षा नियन्त्रक खकुरेलले अवस्था सामान्य भइसकेपछि परीक्षा सम्पन्न भएको ४५ दिनभित्र परीक्षाफल सार्वजनिक गर्ने गरी आफूहरु तयारीमा रहेको बताउनुभयो । मुलुकभर १० जनाभन्दा कम परीक्षार्थी रहेका विद्यालय मात्रै ५ सय ८७ वटा रहेछन् । ती विद्यालय उच्च पहाडी र हिमाली जिल्लाका छन’ । संसदको शिक्षा समिति, प्याब्सन, एन प्याब्सन लगायतका निकायले एसईई परीक्षा नलिइ आन्तरिक मुल्याङकनको आधारमा प्रमाणपत्र दिन माग गरेका थिए ।
