एसइइ परीक्षा राष्ट्रिय परीक्षा वोर्डले संचालन गर्नु अनुपयुक्त

कक्षा १० को सामान्य परीक्षा राष्ट्रिय परीक्षा बोर्ड आफैंले संचालन गरेर अनावश्यक खर्च बढाउनु त्यति उपयुक्त होइन । राष्ट्रिय परीक्षा बोर्डले लिनेवत्तिकै यसले राष्ट्रिय महत्व पाउने हुनाले एसइइको महत्व कम गर्नको लागि पनि परीक्षाको जिम्मेवारी स्थानीय तहलाई दिनु उपयुक्त हुन्छ ।

कोरोना भाइरसको जोखिम न्यूनीकरणका लागि सरकारले लकडाउन गरेको लामो समय भईसकेको छ । विशेषगरी ठूलो संख्यामा जम्मा हुनुपर्ने बाध्यता रहेका कारण विद्यालय तथा विश्वविद्यालयहरुलाई यसले लामो समयसम्म प्रभावमा पार्ने निश्चित छ । अहिले सबैभन्दा बढी चर्चामा सेकेण्डरी एजुकेशन इक्जामिनेसन अर्थात् एसइइ प्रमुख रुपमा रहेको छ । राष्ट्रिय परीक्षा वोर्डले गत चैत्रमा संचालन गर्ने भन्ने भनिएको परिक्षा कोभिड १९ को संक्रमण बढ्ने जोखिमका कारण परीक्षा संचालनको २ दिन अघिमात्र स्थगित भएकोमा यसको परीक्षा कसरी संचालन गर्ने भन्ने विकल्पमा धेरै विचारहरु आएपनि परीक्षा अन्योलमै देखिन्छ ।

नेपालमा विद्यालयमा शिक्षा हाल कक्षा १२ सम्म रहेपनि कक्षा १० सम्मलाई विद्यालय शिक्षाको अन्तिम परीक्षा भन्ने दिमाखबाट अझै गइसकेको छैन । तत्कालिन समयमा वि.सं. १९९० बाट नेपालमै एसएलसी बोर्डको स्थापना गरी परीक्षा संचालन गरियो । त्यसभन्दा अघि वि.सं. १९७५ मा कलकत्ता विश्वविद्यालयबाट एसएसली परीक्षा भारतको पटनामा गएर परीक्षा दिने गरिएको थियो । वि.सं. १९८५ सालबाट नेपालमै यसको केन्द्र कायम गरी एसएलसी परीक्षा संचालन हुन थाल्यो र यसलाई म्याट्रिक परीक्षा भनियो । म्याट्रिक परीक्षा उत्तीर्ण गर्ने नेपालको पहिलो व्यक्ति तत्कालीन प्रधानमन्त्री चन्द्रसमसेर राणा हुन पुगे । यसैक्रममा एसएसली बोर्ड स्थापनाको २५ बर्षपछि नेपालमा वि.सं. २०२० सालबाट एसएलसी बोर्ड प्रथम हुनेकोे नाम घोषणा हुन थालेपश्चात् नेपालको विद्यालय शिक्षामा एसएलसीको महत्व बढ्रदै गएको देखिन्छ । यही चर्चाले तत्कालिन समयमा विद्यालयको शिक्षाको अन्तिम परीक्षालाई फलामे ढोकाको रुपमा परिभाषित गरी यसलाई राष्ट्रिय महत्व दिन थालियो ।
विश्वव्यापी रुपमा विद्यालय शिक्षालाई कक्षा १२ सम्मको मानिएपनि लामो समयसम्म कक्षा १० लाई माध्यमिक तह मानियो । धेरै समयको कसरतपछि नेपालमा पनि कक्षा १२ सम्म माध्यमिक कक्षा बनाउने निर्णय भएको केही बर्ष मात्र भएको छ । यसपछि कक्षा १० मा लिइएको परीक्षालाई एसएलसीबाट एसइइ नामाकरण गरी कक्षा ८ को परीक्षा स्थानीय तहले लिने, कक्षा १० को परीक्षा प्रदेशले लिने र कक्षा १२ को परीक्षा राष्ट्रिय परीक्षा लिने नीतिगत व्यवस्था भएको हो । यसअनुसार एसइई परीक्षा संचालन गर्ने परीक्षा नियन्त्रण कार्यालय खारेज गर्ने र कक्षा ११ र १२ को परीक्षा लिनको लागि राष्ट्रिय परीक्षा बोर्ड गठन गरिएको हो । तर हालसम्म प्रदेशले कक्षा १० को एसइइ परीक्षा संचालन गर्न पाएको छैन ।

कक्षा १० को परीक्षा प्रदेशलाई संचालन गर्न दिने नीतिगत व्यवस्था भएपनि, प्रदेशमा उक्त संयनत्र नबन्नु तथा उक्त परीक्षा संचालन गर्ने जिम्मा प्रदेशलाई दिने इच्छा नगर्नुको पछाडी केही निहित स्वार्थ भएको स्पष्ट देखिन्छ । यस स्वार्थको पछाडी राजनैतिक नेतृत्व कर्मचारी र परीक्षा बोर्डको पदाधिकारीसमेतको मिलोमतो रहेको अनुमान लगाउन सकिन्छ ।

एसइइ परीक्षा संचालनको सुरक्षा निकायको महत्वहीन विषयमा दुरुपयोग भएको छ । यसैगरी विद्यालय तहका सरोकारवालाहरुलाई जग जाहेर छ की उत्तरपुस्तिकाको गुणस्तर र संख्या आदिको हकमा कुनै पनि परीक्षा केन्द्रले नोट जस्तो गनेर बस्दैन । यसरी हरेक केन्द्रमा भएका उत्तरपुस्तिका केही बढाएर खर्च गरिनेसमेत देखिन्छ । मानौं कुल एक विषयको लागी करिब ५ लाख उत्तरपुस्तिका न्यूनतम चाहिने सन्दर्भमा हरेक केन्द्रमा १० वटा बढी उत्तरपुस्तिका बढी पढाउदा पनि लाखौं लाख बढी खर्च हुने गर्दछ । नाम नबताउने शर्तमा परीक्षा केन्द्र राखिएको एक विद्यालयका प्रधानाध्यापकले भने, “हरेकपल्ट परीक्षा संचालन गर्दा लेखिएको भन्दा केही कम उत्तरपुस्तिका आउँछ । सबै केन्द्रमा यसैगरी कम उत्तरपुस्तिका पठाउने हो भने परीक्षाभर करोडौंको कमिसनको खेल भएको अनुमान लगाउन सकिन्छ ।”

लेखिएको भन्दा कुनै एक केन्द्रमा उत्तरपुस्तिका १० वटा मात्र थोरै उत्तरपुस्तिका पठाउँदा देशभर एक परीक्षका लागी करिब १० लाख बढी खर्च हुने रहेछ । यदी १ उत्तरपुस्तिकाको १ रुपैयाँ बढी मुल्य तिरिदिदाँ पनि एक विषयको लागि कम्तिमा ५ लाख बढी खर्च हुन्छ । यस्तो अवस्थामा परीक्षा संचालनको नाममा धेरै घोटाला हुने गर्नु स्वभाविक हो ।

प्राविधिक रुपमा परीक्षार्थीको संख्या भन्दा केही केही बढी उत्तरपुस्तिका हरेक केन्द्रमा पठाउनु आवश्यक छ । कुनै उत्तरपुस्तिमा पुरा प्रिन्ट नहुने कुनै स्टिचिङ विग्रने आदिले बढी पठाउनु ठिकै हो तर आवश्यक भन्दा केही बढी उत्तरपुस्तिका पठाउने भन्ने तर माथिकै भनाइलाई आधार मान्ने हो भने लेखिएको भन्दा कुनै एक केन्द्रमा उत्तरपुस्तिका १० वटा मात्र थोरै उत्तरपुस्तिका पठाउँदा देशभर एक परीक्षका लागी करिब १० लाख बढी खर्च हुने रहेछ । यदी १ उत्तरपुस्तिकाको १ रुपैयाँ बढी मुल्य तिरिदिदाँ पनि एक विषयको लागि कम्तिमा ५ लाख बढी खर्च हुन्छ । यस्तो अवस्थामा परीक्षा संचालनको नाममा धेरै घोटाला हुने गर्नु स्वभाविक हो । यस्तो खेलमा लाग्न पाउँदा पक्कै परीक्षा संचालनमा माहिर व्यक्तिहरु अहिले भइरहेको परीक्षा प्रणालीकै पक्षमा वकालत गर्दछन् ।

नीतिगत रुपमा आधारभूत तहको कक्षा ८ को परीक्षा स्थानीय तहले संचालन गर्ने, कक्षा १० को प्रदेशले तथा तथा माध्यमिक तहको कक्षा १२ को परीक्षा राष्ट्रिय वोर्डले गर्ने भन्ने निर्धारण गरिएकोमा प्रदेश सरकार गठन भएको करिब साढे दुइ बर्ष लाग्नै लाग्दा पनि प्रदेश स्तरको परीक्षा वोर्ड गठन तदारुकता देखाइएको छैन । यदि प्रदेशको परीक्षा बोर्ड गठन नभइसकेको अवस्थामा धेरै तामझाम आवश्यक नभएको एसइइको तामझामलाई अनावश्यक रुपमा उछाल्ने काम वोर्डले गर्ने गरेको छ । हालको सन्दर्भमा एसइइ परीक्षाको नतिजा विद्यालयकै मुल्याकंनको आधारमा गर्दा केही विग्रदैन, कारण विद्यालयले मुल्याकंन वोर्डको भन्दा व्यवस्थित हुने गर्दछ । यसको विकल्पमा वोर्डले कक्षा ८ को जस्तै कक्षा १० को परीक्षाको जिम्मेवारी स्थानीय तहलाई दिदा केही विग्रदैन । स्थानीय तहले यो परीक्षा सहज ढंगले संचालन गर्न सक्दछन् । उनीहरुले कोरोना संक्रमणको वस्तुस्थिति हेरेर परीक्षा संचालन गर्न सक्दछन ।

हालको असहज अवस्थामा पनि एसइइको परीक्षा र नतिजाको ढाँचामा विकल्प खोज्नु सट्टा कुनै पनि हालतमा परीक्षा गर्नैपर्ने भन्ने राष्ट्रिय परीक्षा वोर्डको भनाइ नीतिगत व्यवस्था अनुसार सही भएपनि व्यावहारिक रुपमा गलत छ । यदि ऐननियम बाधक भएमा संसद चलिरहेको छ । शिक्षा मन्त्रालयले बढीमा १ महिनामा यसलाई टुंग्याउन सक्दछ ।

नेपालको सन्दर्भमा कुरा गर्ने हो भने लोकसेवा आयोग, शिक्षक सेवा आयोग, विभिन्न संस्थान आदि संघ सस्थामा न्यूनतम योग्यता कक्षा १२ उत्तिर्ण तोकिइएको छ । यसैगरी सेना प्रहरी वा अन्य क्षेत्रका सहचालकहरुको लागि कक्षा ८ न्यूनतम योग्यता तोकिएको छ । यदि माध्यमिक तहको माथिल्लो कक्षा कक्षा १२ मानिने हो भने राष्ट्रिय परीक्षा वोर्डको ध्यान कक्षा १२ को परीक्षामा केन्द्रित हुनुपर्ने हैन र ?

यदि हालको असहज अवस्थामा पनि एसइइको परीक्षा र नतिजाको ढाँचामा विकल्प खोज्नु सट्टा कुनै पनि हालतमा परीक्षा गर्नैपर्ने भन्ने राष्ट्रिय परीक्षा वोर्डको भनाइ नीतिगत व्यवस्था अनुसार सही भएपनि व्यावहारिक रुपमा गलत छ । यदि ऐननियम बाधक भएमा संसद चलिरहेको छ । शिक्षा मन्त्रालयले बढीमा १ महिनामा यसलाई टुंग्याउन सक्दछ । वोर्ड आफैंले परीक्षा गर्नैपर्ने मुख्य आधार परीक्षामा प्राप्त हुने कमिसन हुनसक्दछ । प्रश्नपत्र तयारीदेखि परीक्षा संचालनको अनावश्यक खर्च घटाउन वोर्ड बाहेक अन्य विकल्पमा जान सकिन्छ । स्थानीय तहमा परीक्षा गर्ने जिम्मेवारी जाँदा केही विग्रदैन । स्थानीय तह वा विद्यालय स्वयंले परीक्षा संचालन गर्दा गुणस्तरको विषयमा प्रश्न उठाउनु आवश्यक देखिदैंन । गुणस्तरको विषयमा प्रश्न उठाउने हो भने एसइइ परीक्षा बाहेक स्थानीय तहले लिने कक्षा ८ को परीक्षा र विद्यालयले लिने १ देखी ९ सम्मका परीक्षाहरुमा समेत प्रश्न उठाउनुपर्ने हुन्छ ।

अतः नीतिगत रुपमा संशोधन गरी कक्षा ८ को जस्तै कक्षा १० को एसइइ परीक्षा स्थानीय तहलाई हस्तान्तरण गर्दा वेस हुन्छ । कक्षा १० को सामान्य राष्ट्रिय परीक्षा बोर्ड आफैंले संचालन गरेर अनावश्यक खर्च बढाउनु त्यति उपयुक्त होइन । राष्ट्रिय परीक्षा बोर्डले लिनेवत्तिकै यसले राष्ट्रिय महत्व पाउने हुनाले एसइइको महत्व कम गर्नको लागि पनि परीक्षाको जिम्मेवारी स्थानीय तहलाई दिनु उपयुक्त हुन्छ ।
