२ दर्जन बढी सांसद संक्रमित, अब विश्वासको मत लिने प्रधानमन्त्रीको अधिवेशन के होला ?

संसद् अधिवेशनको पूर्वसन्ध्यामा दुई मन्त्रीसहित करिब दुई दर्जन सांसदहरू कोरोनाभाइरस संक्रमण पुष्टि भई एकान्तवासमा रहेका छन् । मन्त्रीहरू भानुभक्त ढकाल र जुली महतो एवम् अन्य संक्रमित सांसदहरूलाई आगामी साता प्रधानमन्त्रीको विश्वासको मत लिने प्रतिनिधिसभाको बैठकमा मत हाल्ने अवसर दिने तयारी गरिएको बताइएको छ ।

कोरोना भाइरस संक्रमणको दोस्रो लहरका कारण उपत्यकासहित देशका अधिकांश जिल्लामा जारी निषेधाज्ञाबीच सोमवारबाट शुरू हुने विशेष अधिवेशनमा प्रधानमन्त्री केपी शर्मा ओलीले विश्वासको मत लिने बताएका छन् । त्यसअघि, आइतबार बस्ने कार्य व्यवस्था परामर्श समितिको बैठकले संक्रमित सांसदहरूका लागि मतदानको व्यवस्था गर्ने प्रक्रियाबारे निर्णय गर्ने प्रतिनिधिसभाका सचिव गोपालनाथ योगीले बताए । विश्वासको मत लिने प्रस्ताव सफल वा असफल बनाउन थोरै सांसदहरूको संख्याले समेत फरक पर्ने भएकाले सबैलाई मतदानको व्यवस्था गर्नेबारे छलफल भइरहेको योगीले बताए ।

‘धेरै सांसदहरू कोरोना संक्रमित रहेको खबर पाएपछि उहाँहरूलाई कसरी मतदानमा सहभागी गराउन सकिन्छ भन्नेबारे सभामुखले छलफल सुरु गर्नुभएको छ’, योगीले भने ।

बुधवार र बिहीवार संसद् भवन नयाँ बानेश्वरमा २०५ जना सांसदको परीक्षण गरिएकोमा १२८ जनाको रिपोर्ट आउँदा १४ जनामा संक्रमण पुष्टि भएको संसद् सचिवालयले जनाएको छ । बाँकी ७७ जनाको रिपोर्ट आउन बाँकी नै छ। त्यसअघि नै दुईजना मन्त्रीसहित आठजना सांसदहरू संक्रमण भएर एकान्तवासमा थिए । मन्त्री ढकाल र मन्त्री महतोले सामाजिक सञ्जालमा आफ्नो संक्रमण पुष्टि गरिसकेका छन् ।

सचिवालयका अनुसार, सबैभन्दा धेरै सत्ताधारी नेकपा एमालेका १४ जना सांसदलाई संक्रमण पुष्टि भएको छ भने जनता समाजवादी पार्टीका चार जना र नेपाली काँग्रेस र माओवादी केन्द्रका दुई–दुई संक्रमित छन् । एमालेका संक्रमितमध्ये दुईजना मन्त्री र एकजना पूर्वप्रधानमन्त्री समेत रहेको सचिवालयले जनाएको छ ।

संक्रमित सांसदहरूलाई मतदानबाट वञ्चित गर्दा विश्वासको मतका लागि संसदको अंकगणितमै ठूलो फरक पर्ने भएपछि सत्ताधारी र विपक्षी दलहरू सबैलाई मतदानमा सहभागी गराउन एकमत भएका हुन् ।

संक्रमितले कसरी मतदान गर्छन् ?

सत्ताधारी नेकपा एमालेका प्रमुख सचेतक विशाल भट्टराईले संक्रमित सांसदहरूलाई छुट्टै हलमा मतदानको व्यवस्था गरेर भए पनि विश्वासको मत लिने कार्यक्रम नरोकिने बताए । ‘कोभिड संक्रमित भएकै कारण कोहि पनि सांसदहरू विश्वासको पक्ष वा विपक्षमा मत दिनबाट वञ्चित हुनुहुन्न। हामी आउनसक्ने जति सबै सांसदहरूलाई सुरक्षित तरिकाले मत दिन आउने व्यवस्था गर्छौँ’, उनले भने ।

भट्टराईका अनुसार, २७ गते नै विश्वासको मतमा मतदान गरेर प्रतिनिधिसभा अधिवेशन अन्त्य गरिनेछ । ‘सभामुखले तोकेको दिनमा हुने भनिएको छ। भरसक २७ गते नै सकौँ भन्नेमा छौँ नभए २८ गते मतदान होला र त्यो एजेन्डा सकिनासाथ संसद् अधिवेशन अन्त्य हुन्छ’, उनले थपे ।

कुनै पनि संक्रमित सांसदहरू अस्पतालमा भर्ना नभएका कारण अधिकांश संक्रमित भएका सांसदहरू मतदानमा सहभागी हुने सम्भावना रहेको भट्टराई बताउँछन् । नेपाली काँग्रेसका प्रमुख सचेतक बालकृष्ण खाँडले संक्रमित सांसदहरूलाई छुट्टै हलमा राखेर भए पनि मतदानमा सहभागी गराउन सकिने बताए । ‘हाम्रो पनि नन–कोभिडहरूलाई एउटा हलमा र संक्रमितहरूलाई अर्को हलमा राखेर भए पनि अधिवेशन र मतदानमा भाग लिने व्यवस्था गरौँ भन्ने कुरा कार्य व्यवस्था परामर्श समितिको बैठकमा रहन्छ’, उनले भने ।

सांसदहरूलाई उनीहरू बसिरहेकै ठाउँबाट संसद् भवनसम्म ल्याउनका लागि एम्बुलेन्स वा अन्य कुनै सुरक्षित साधनको व्यवस्था गरिने संसद् सचिवालयले जनाएको छ । कोरोनाभाइरस महामारीकै बीच सञ्चालन भएका यसअघिका संसद् अधिवेशनहरूमा संक्रमण भएका सांसदहरूलाई सहभागी हुने व्यवस्था गरिएको थिएन । यो पटक पनि सांसदहरूलाई परीक्षणको रिपोर्ट लिएर मात्रै संसद् बैठकमा सहभागिता जनाउन भनिएको छ ।

सत्ताधारी नेकपा एमालेको संसद्मा बहुमत नरहेका कारण प्रधानमन्त्री ओलीलाई बहुमतका लागि अर्को कुनै ठूलो दलको सहायता आवश्यक छ । हालै सरकारबाट समर्थन फिर्ता लिएको नेकपा माओवादी केन्द्र र प्रतिपक्षी काँग्रेसले विश्वासको मत नदिने बताइसकेका छन् भने निर्णायक मानिएको जनता समाजवादी पार्टीमा नेताहरू विभाजित छन् ।

प्रधानमन्त्रीले विश्वासको मत पाउन नसके स्वतः कामचलाउ हैसियतमा रहने र संविधान अनुसार अर्को सरकार गठनको प्रक्रिया सुरु हुने काँग्रेस प्रमुख सचेतक खाँडले बताए ।
