गोदावरी आर्थिक मञ्चको बजेटसम्बन्धी अन्तरक्रिया सम्पन्न

गोदावरी आर्थिक मञ्चको आयोजना तथा गोदावरी उद्योग वाणिज्य संघको प्रस्तुतीमा आर्थिक बर्ष २०७८/०८९ को नेपालको बजेटको विषयमा अन्तरक्रिया सम्पन्न भएको छ । अर्थविद्हरु प्रा.डा. विश्वम्भर प्याकुरेल, डा. शंकर शर्मा तथा प्रा.डा.चन्द्रमणी अधिकारीको मुख्य प्रस्तुती रहेको उक्त कार्यक्रममा वत्ताहरुले बजेटका विषयमा मिश्रित प्रतिकृया जनाउनुभयो ।

कार्यक्रममा बोल्दै नेपाल इकोनोमिक एसोसिएसनका अध्यक्षसमेत रहनुभएका अर्थविद् विश्वम्भर प्याकुरेलले बजेटले ८४ प्रतिशत अनौपचारिक क्षेत्रमा रहेका श्रमको विषयमा सम्बोधन गर्न नसकेको बताउनुभयो । श्रमिकमा लगानी र त्यसमार्पmत उत्पादन बढाउनुपर्नेमा त्यसो हुन नसकेको प्याकुरेलले बताउनुभयो । उहाँले देशको कुल ग्राहस्थ्य उत्पादन बढाउन आवश्यक थप लगानीको विषयमा बजेटले बोल्न नसकेको तथा बजेटसँग सम्बन्धित सबै इण्डिकेटर हुँदा पनि उक्त इण्डिकेटरसँग बजेट नजोडिएको भाव व्यक्त गर्नुभयो । कोरोनाले मुलुकमा रहेका उद्योगमध्ये कूल ६१ प्रतिशत सञ्चालन हुन नसकेको तथा ३४ प्रतिशत जनतालाई गरिबी रेखामुनी धकेलेको तथ्यांक प्रस्तुत गर्दै प्याकुरेलले कामचलाउ सरकारले पूर्ण बजेट ल्याएको प्रतिकृया दिनुभयो ।

राष्ट्रिय योजना आयोगका पूर्व उपाध्यक्ष तथा अर्थविद् डा. शङ्कर शर्माले कोरोना महामारीले हालको अवस्थामा बजेटको प्रारुप हेर्दा पन्ध्रौं पञ्चबर्षिय योजनाका लक्ष्य पूरा गर्न समस्या पर्ने देखिएको बताउनुभयो । बजेटमा ऋण रकमको अंश अनुत्पादन क्षेत्रमा खर्च हुनु, सामजिक क्षेत्रमा बढी खर्च हुनु, राजस्व आम्दानीको तुलनामा केही ठूलो बजेट आकार हुनु तथा प्रदेश र स्थानीय तहको तुलनामा संघको खर्च बढी हुनु, बजेट मितव्ययी नदेखिनुले बजेटले अर्थतन्त्रमा दीगो असर पार्ने शर्माको भनाइ थियो । शर्माले आगामी बर्षको बजेटमा औद्योगिक क्षेत्रबाट कम गाली खानु सकारात्मक सन्देश दिएपनि अन्तरदेशीय उद्योगहरुलाई जोड्ने बाटो खोज्नबाट चुकेको भनाइ व्यक्त गर्नुभयो । कोभिड नियन्त्रण र खोपमा बजेट छुट्याउनु राम्रो पक्ष भएपनि समग्र बजेटमा कुन क्षेत्र प्राथमिकताको क्षेत्र हो भन्ने छुट्याउन नसकिने अवस्था नरहेको अर्थविद् शर्माले बताउनुभयो ।

राष्ट्रिय योजना आयोगका पूर्व सदस्य प्रा. डा. चन्द्रमणि अधिकारीले बजेट प्रगतिशील पुँजीवादउन्मुख भएको तर संविधानले मानेको समाजवादको लक्ष्यमा खरो उत्रन नसकेको प्रतिकृया दिनुभयो । उहाँले बजेट उदेश्यमा अति राम्रो, प्राथमिकतामा ठिकै तथा कार्यक्रममा कमजोर रहेको जनाउदै हालको अवस्थामा बजेटले राखेको आर्थिक वृद्धिको लक्ष्य पूरा नहुने दाबी गर्नुभयो । अधिकारीले बजेट निर्माण गर्दा तत्कालिन राजनैतिक पृष्ठभूमि चिन्ह नसकेकाले हालको अवस्थामा छोटो समयको लागि बजेट ल्याएको भए उपयुक्त हुने भाव व्यक्त गर्नुभयो । नेपालको अर्थतन्त्रमा व्यापार घाटा चरित्र भएजस्तै यो चरित्र राजस्व घाटातर्फ सोझिएको जनाउनुभयो । अधिकारीले बजेटमा उद्योग व्यवसायका लागि सम्बोधन गरिएपनि भोकै बस्नुपर्ने वा सर्वहारा वर्गप्रति राहत दिने विषयको उठान नभएको बताउनुभयो ।

नेपाल उद्योग परिसंघका उपाध्यक्ष विरेन्द्र पाण्डेले आगामी बजेटले उद्योगी व्यवसायीलाई केही राहत हुने विश्वास व्यक्त गनुभयो । बजेटमा भनिएजस्तो मेक इन नेपाल अभियान संचालन हुन सकेमा नेपालका उत्पादन प्रयोग बढ्ने जनाउँदै पाण्डेले बजेटले नयाँ उद्योगी निर्माण स्टार्ट अप फण्डमार्फत कर्जाको व्यवस्था लागु भएमा केही सकारात्मक प्रभाव पार्ने वताउनुभयो ।

गोदावरी आर्थिक मञ्चका सल्लाहकार तथा नेपाल सरकारका पूर्व सचिव भरत बहादुर थापाले विकेन्द्रीकरणका कारण १८ अर्वसम्म बजेट ल्याउने स्थानीय तह बनिसकेकाले बजेटको ठूलो अंश आधारभूत पूर्वाधारमा जानुपर्ने भनाई व्यक्त गर्नुभयो । गोदावरी आर्थिक मञ्चका संयोजक तथा त्रिभुवन विश्वविद्यालयका सहप्राध्यापक डा. रघुवीर विष्टले आगामी बर्षको बजेट अर्थशास्त्रीय कोणबाट कमजोर धरातलमा उभिएको बताउनुभयो ।

गोदावरी उद्योग वाणिज्य संघका अध्यक्ष जगन्नाथ महर्जनले बजेटमा उल्लेख गरिएको विषय कार्यान्वयन नगर्ने परम्परा बसेकोले यो परम्परा परिवर्तन गरी बजेट पूर्ण कार्यान्वयन हुनुपर्नेमा जोड दिनुभयो । कोभिड १९ ले सम्पूर्ण उद्योग थला परेको समयमा उद्योग संचालनका लागि उद्योगभित्र राजनीतिमुक्त वातावरण बनाइदिनुपर्ने तथा श्रम ऐनका केही धाराहरुलाई दुइ बर्षका लागि निलम्बन गरेर भएपनि उद्योगमैत्री र उत्पादनमैत्री वातावरण निर्माण गर्नुपर्नेमा महर्जनले जोड दिनुभयो । अध्यक्ष महर्जनले गोदावरी उद्योग वाणिज्य संघले गोदावरी क्षेत्र र दक्षिण ललितपुर क्षेत्रमा आद्योगिक विकासको लागि विभिन्न कार्यक्रम संचालन गर्ने जानकारी दिनुभयो ।

संचारकर्मी बालमुकुन्द आचार्यले सहजीकरण गर्नुभएको उक्त कार्यक्रममा नेपाल उद्योग वाणिज्य महासंघका केन्द्रीय उपाध्यक्ष दिनेश श्रेष्ठलगायत विभिन्न क्षेत्रका उद्योगी व्यवसायीहरुको वाक्लो उपस्थिति रहेको थियो ।
