सुशासनको निरन्तरतासँगै पूर्वाधार विकासमा स्वर्णयुग बनाउँछौं : हरिगोविन्द श्रेष्ठ

महालक्ष्मी नगरपालिकाका नेकपा एमालेका तर्फबाट नगरप्रमुख पदका उम्मेदवार हरिगोविन्द श्रेष्ठले महालक्ष्मी नगरपालिका सुशासनसँगै पूर्वाधार विकासमा ध्यान दिने बताउनुभएको छ ।

नेकपा एमालेले नेतृत्व गर्न पाएको अघिल्लो कार्यकालमा सुशासनका विषयमा अब्बल रहेको महालक्ष्मी नगरपालिका अब पूर्वाधार विकासमा अब्बल बन्ने जानकारी दिनुभयो ।

श्रेष्ठले भन्नुभयो, “२०७४ पश्चात् रामेश्वर श्रेष्ठ मेयरसावले सुशासनमा दिनुभएको ध्यानले बेरुजु २ प्रतिशतभन्दा कम भयो । यो देशभरमै उत्कृष्ठ हुने अवस्था बन्यो । त्यो कार्यकाल नीति निर्माणमा अझै व्यवस्थित समय बन्यो । भौतिक र पूर्वाधार विकासमा पनि केही राम्रा कार्यहरु भएका छन् । अवको हाम्रो टिमले सुशासनसँगै पूर्वाधार विकासको स्वर्णयुग बन्नेछ । त्यसका लागि हाम्रो टिम तयार छ ।”

श्रेष्ठ भन्नुहुन्छ, “सुशासनभित्र हामीले पारदर्शितालाई महत्व दिनेछौं । वडामा गएका बजेट कार्यान्वयनको अवस्था मुल्याकंन गर्दै त्यसको फस्र्यौट नभएमा त्यस वडामा जाने बजेटमा कडाइ गर्छौ । हरेक वडालाई पञ्चबर्षिय कार्यनीति बनाउन लगाउँछौं र सोही अनुसार ५ बर्षभित्रको अल्पकालीन र दीर्घकालीन योजनाहरुको निर्माण गरी कार्यान्वयन गर्छौ ।”

उम्मेदवार श्रेष्ठले अवको विशेष ध्यान शिक्षा क्षेत्रमा रहेका भाव व्यक्त गर्नुभयो । उहाँले भन्नुभयो, “मानवीय विकासका लागि शिक्षा महत्वपूर्ण रहेकाले नगरभित्र रहेका केही सामुदायिक विद्यालय मात्र उत्कृष्ट छन् । राज्यको विद्यालय भएर पनि नीति विद्यालयभन्दा कमजोर देखिनु राज्यकै लागी असहज अवस्था हो । त्यसैले शिक्षालाई विशेष महत्व दिएर ५ बर्षभित्र सामुदायिक विद्यालयमा अध्ययन गर्नका लागि लाइन लाग्ने वातावरण बनाउनको लागि कुनै कसर छोड्ने छैनौं ।”

श्रम र शिक्षा जोडिने भएकोले श्रमिकलाई श्रमको वातावरण बनाउँन उनीहरुको बालबालिकालाई छिटो विद्यालय पुग्ने वातावरण भएमा उहाँहरुको श्रम क्षमता बढ्ने कुरामा उहाँको जोड थियो ।

श्रेष्ठ अगाडि भन्नुहुन्छ, “सामुदायिक विद्यालयमा शिशु कक्षा भएपनि निजी विद्यालय जस्तो छिटो खुल्दैन । मजदुर र श्रमिकका लागि विहान ८ बजे शिशु कक्षामा जाने र ५ बजे फर्किने वातावरण बनाउन सकियो भने मजदुरले बढी आय गर्न सक्ने वातावरण बन्छ । निजी मन्टेश्वरीमा आठ दश हजार तिर्नुभन्दा थोरै शुल्कमा यस्ता विद्यालय खोल्न सकिएमा श्रमको वातावरण बन्ने भएको त्यसप्रति पहल गर्नेछु ।”

भौतिक विकास र शिक्षासँगै स्वास्थ, औद्योगिक विकास र पर्यटनलाई विशेष प्राथमिक दिने योजना रहेको उम्मेदवार श्रेष्ठले बताउनुभयो । श्रेष्ठले आफ्नो योजना सुनाउनुभयो, “हामीकहाँ आन्तरिक र बाह्य पर्यटकलाई टिकाउने र खर्च गराउनसक्ने योजना बनाउनुपर्छ । कोही पर्यटक लाकुरीभञ्ज्याङ मात्रै पुग्छन् । उनीहरुलाई महालक्ष्मी आएर सिद्धिपुरको परालसँग सम्बन्धित हस्तकला र संस्कृति अध्ययन गर्ने वातावरण बनाउने, त्यहाँबाट गाडीमार्फत लुभुमा गएर अर्को संस्कृतिका विषयमा बुझ्ने, टेक्सटाइलको विकासको अध्ययन तथा अनुसन्धान गर्न सकिन्छ । यति गर्दा ४ घण्टा विताउने वातावरण बनाउने र बाँकीको समय लाकुरी भञ्ज्याङमा गएर साइड सिन हेर्दा पनि पुरै दिन महालक्ष्मी नगरपालिकाका विताउन सक्छ । यो त एक उदाहरण मात्र हो । यस्ता धेरै योजना बनाउँछौ र महालक्ष्मी नगरपालिकामा पर्यटकलाइ आउ आउ लाग्ने बनाउँछौं ।”

हरेक क्षेत्रका लागि विविध योजनाहरु आफुसँग रहेको बताउदै श्रेष्ठले २२ मिटरको मुख्य सडक पुरा हुने चरणमा रहेको र अन्य सहायक सडकहरुको स्तरोन्नती ५ बर्षभित्र सक्ने मेयरका उम्मेदवार हरिगोविन्द श्रेष्ठले जानकारी दिनुभयो ।

श्रेष्ठका अनुसार महालक्ष्मीमा खानेपानीको समस्या पूर्ण समाधान गर्न, सीप तथा रोजगारीका लागि औद्योगिक विकाससँगै तमाम क्षेत्रमा आफुले कार्ययोजना तयार पारेकोले आफुले निर्वाचन जितेपछि महालक्ष्मीलाई समृद्ध बनाउन कुैन कसर नछोड्ने उहाँको भनाई थियो ।
