ललितपुर । मंसिर ४ गते हुने प्रतिनिधि र प्रदेश सभा निर्वाचनमा नेकपा एमाले ललितपुर क्षेत्र नं. ३ को प्रतिबद्धता पत्र सार्बजनिक भएको छ । नेकपा एमालेका पोलिटब्युरो सदस्य एवं ललितपुर जिल्ला इन्चार्ज शुशिला नेपाल, सह इन्चार्ज एवं केन्द्रीय सदस्य हरिकृष्ण ब्यञ्जनकार, जिल्ला अध्यक्ष पुरुषोतम आचार्य ,क्षेत्रका ३ का प्रतिनिधि सभा सदस्य उम्मेदवार अमृत खड्का, ललितपुर क्षेत्र नं. ३ ( १)का सदस्य रघुनाथ महर्जन र ललितपुर ३(२) प्रदेश सभा सदस्य उम्मेदवार प्रेमभक्त महर्जन लगायतले सार्बजनिक गर्नुभएको थियो ।
प्रतिबद्धता पत्रमा ऐतिहासिक, सांस्कृतिक, हस्तकला र सभ्यताको धरोहर, हामी बनाउँछौ सुन्दर, समृद्ध, सम्पदाको ललितपुर सहर भन्ने अभिलाषाका साथ उल्लेख छ । प्रतिबद्धतापत्रमा समग्र क्षेत्रको विकासका रेखाङकन कोरिएको छ । प्रतिबद्धतापत्र सार्बजनिक गर्दै जिल्ला इन्चार्ज नेपालले प्रतिबद्धतापत्रप अनुसार कार्यन्वयन हुने बताउनुभयो ।
उहाले भन्नुभयो–हामीले पुरा गर्न राजनीतिक स्थिरता, सुशासन र ललितपुरका जनताको उज्वल भविष्यका लागि प्रतिबद्धतापत्र सार्बजनिक भएको हो । सत्ता प्राप्तिका निम्ति मात्रै गरिएको गठबन्धन असफल बन्दै गइरहेको, नागरिकको अविश्वास र भरोसा नभएको अहिलेको अवस्थामा देशैभरी व्यापक आकर्षण बढाउदै अघि बढेको नेकपा एमाले अहिले नेपाली जनताको एकमात्र भरोसा योग्य पार्टी हो भएको धारणा सहित घोषणापत्र सार्बजनिक गरेका हौ ।
भन्नुभयो–सहभागीतामुलक लोकतन्त्रमा जनताको भावना, सहभागीता र चाहनालाई आत्मसात् गरी जनताको उम्मेदवार भएर जनताको मत प्राप्त गरी जिम्मेवार प्रतिनिधी भएर देश तथा ललितपुर निर्वाचन क्षेत्रनं ३ का जनताका लागि सम्मानजनक, सुखी, समृद्ध समाज सिर्जना गर्न प्रतिबद्ध छौ । उहासगै प्रदेश ३(१)को तर्फबाट रघुनाथ महर्जन र ३(२) को प्रेमभक्त महर्जनले संयुक्त रुपमा प्रतिबद्धता सार्बजनिक गर्नुभएको हो ।
१६ वटा बँुदा समावेश गरिएको प्रतिबद्धतापत्रमा नीति निर्माणको प्रकृयामा नागरिकका विचार र दृष्टिकोणलाई समेट्ने उदेश्यले नियमित रुपमा नागरिक सम्वादको आयोजना गरी तपाईहरुको भनाई, विचार र सुझावलाई नीति निर्माणको थलोसम्म पु¥याउने, जनताका अभिमत पुरागर्न आवश्यक ऐन, कानुन, नीति तथा कार्यक्रमहरु तर्जुमा गर्न प्रभावकारी भूमिका निर्वाह गर्ने, पुरातात्विक तथा ऐतिहासिक सम्पदा रहेका बस्तीहरुको अस्तित्व जोगाउन भवन निर्माण संहितालाई परिमार्जन गरी कार्यान्वयन गर्ने,नख्खुखोला किनारमा सडक करिडोर निर्माण गर्न आवश्यक गर्ने, घना तथा जोखिमयुक्त सहरी वस्तीहरु स्थानान्तरण रोक्न नयाँ ढाँचाका बस्ती विकास गर्ने कार्यक्रम कार्यान्वयन गर्ने, कृषिमा आधारित उद्योग स्थापना र बजार व्यवस्थापन गर्न कृषि सहकारी, निजी एवं स्थानीय तहसंग समन्वय गरि व्यावसायिक कृषिमुखी अनुदान, तालिम, प्राबिधिक सहयोग र बजार व्यवस्थापन गर्न पहल गर्नेछौं । कृषिमा आत्मनिर्भरको लागि उन्नत बीउ, उपकरण, प्रबिधि र मलको सहज उपलब्ध गराउन आवश्यक पहल गर्ने विषय उल्लेख छ ।
विज्ञको राय सुझाब र स्थानीयको समस्या पहिचान गरी तयार गरिएको प्रतिबद्धतापत्रमा सामुदायीक विद्यालय तथा क्याम्पसहरुमा गुणस्तरीय तथा अनुकरणीय शैक्षिक वातावरण बनाउन सहयोेग गर्ने, विज्ञान प्रयोगशाला, उपयुक्त सुचना प्रबिधि, बाल तथा अपाङममैत्री संरचना, खानेपानी र व्यवस्थित शौचालय, तालिम प्राप्त शिक्षक सहित साधनस्रोत सम्पन्न विद्यालय स्थापना गर्न शिक्षामा बढी भन्दा बढी लगानीको लागि जोड दिने, बृहत्तर रोजगारी सिर्जना गर्न महिला र युवा केन्द्रीत सीपमुलक तालिम र व्यवसाय सञ्चालन गर्न सहज सहुलियत ऋण उपलब्ध गर्न सहयोग गर्न पहल गर्ने, प्रस्तरकला, काष्ठकला, चित्रकला र धातुकलाको राष्ट्रिय तथा अन्तरराष्ट्रिय व्यावसायिकीकरण गर्न प्रोत्साहन र प्रबद्र्घन गर्ने विषय प्रतिबद्धतापत्रमा समावेश गरिएको छ ।
ललितपुर महानगरको २० र गोदावरी नगरपालिकाको २ समेत गरी २२ वटा वडा रहेको यो क्षेत्रमा शिक्षा, स्वास्थ्य,खानेपानी, प्राचिन सम्पदा, सामाजिक सुरक्षा, महिला सशक्तिकरण, भौतिक र सामाजिक विकास लगायत विषय उल्लेख गरिएको छ । ‘विदेशमा आर्जन गरेको ज्ञान, सीप र दक्षताको आधारमा स्वदेश फर्केर सोही पेसा व्यवसाय गर्न युवाहरुलाई प्रोत्साहन गर्नेछौं । उत्पादित वस्तुहरुलाई निर्यात गरी अन्तर्राष्ट्रिय रुपमा बजारीकरण विषय प्रतिबद्धता पत्रमा उल्लेख छ ।
जेष्ठ नागरिक, फरक क्षमता भएका, एकल महिला, श्रमिक तथा असहायको सुरक्षाका लागि राज्यले दिने सुबिधा लक्षित वर्गमा पु¥याउने र समय अनुकुल कार्य गर्नेछौं । ९४ हजार १ सय १४ मतदाता रहेको सो क्षेत्रभित्र खोकना, वुंगमति, हरिसिद्धी, सुनाकोठी, ठेचो धापाखेल लगायतका क्षेत्रका ऐतिहासिक सम्पदा रहेका छन् । ती क्षेत्रका जनताको जीवन स्तर उकास्न र युवा पलायनलाई जोगाउन ठोस कलम चाल्ने उल्लेख छ ।
महिलालाई नेतृत्व तथा नीति निर्माण तहमा पहुँच बढाउन, उत्पादनमुखी क्षेत्रमा प्रोत्साहनगर्न, आयआर्जन वृद्धीगर्न, सरकारी सेवा क्षेत्रमा लाग्न आवश्यक वातावरण तयार गर्न पहल गर्ने, महिला हिंसा, बलात्कार र यौनहिंसा जस्ता जघन्य अपराध न्युनिकरण गर्न कानुनमा सुधार तथा कार्यान्वयनमा महत्वपुर्ण भुमिका खेल्ने प्रतिबद्धतापत्रमा जनाइएको छ । प्रतिबद्धतापत्र समावेश गरेका सम्पुर्ण विषयलाई कार्यान्वयन गर्ने बचनबद्धता दिदै प्रदेश ३(१)का उम्मेदवार रघुनाथ महर्जनले आफुले बाचा गरेका सबै विषयलाई जनताको चाहना अनुसार कार्यान्वयन गर्ने बताउनुभयो ।
प्रदेश ३(२)का उम्मेदवार प्रेमभक्त महर्जनले जनताको समस्या पहिचान गरी सो क्षेत्रका जनताको जीवनस्तर एमालेको सरकार अपरिहार्य रहेको बताउनु भयो । उहाले भन्नुभयो–क्षेत्रको जनताबाट अनुमोदन भएको प्रतिबद्धतालाई कार्यान्वयन गर्नु हाम्रो पहिलो प्राथमिकता हुनेछ–प्रेम महर्जनको भनाई छ ।
ललितपुर बासीको सहज पहूँच तथा अधिकतम हित हुनेगरी पाटन स्वास्थ्य विज्ञान प्रतिष्ठानको गुणात्मक सेवा गर्न योजना तथा कार्यक्रमलाई आवश्यक सहयोग गर्न पहल गर्र्ने, सामुदायिक वनलाई पर्यापर्यटनको रुपमा विकास गर्ने, सामुदायीक वनमा जडिबुटी खेतीको बिस्तार गर्नेछौ । खुलाक्षेत्र, पार्क र हरियाली प्रवद्र्धनलाई उच्च प्राथमिकतामा राख्नेछौं ।
कला, संस्कृति, भेषभुषा, रहनसहन र सुन्दर दृष्यले भरिपूर्ण यस क्षेत्रलाई विश्व सामु चिनाउन विशेष कार्यक्रम ल्याउन पहल गर्नेछौं । पर्यटकीय नगरी ललितपुरको पहिचान बढाउन हेरिटेज होटल तथा होमस्टेलाई प्रर्बद्धन गर्ने, परम्परागत ख्यातिप्राप्त वस्तुहरुलाई ब्राण्डिङ गर्न पहल गर्ने । नेवारी संस्कृति, कला, रहनसहन र परम्परालाई पर्यटन र जिविकोपार्जनमा सहयोग पुग्नेगरी आवश्यक नीति तथा कार्यक्रम ल्याउन पहल गर्नेछौं ।
शताब्दीपुरुष स्वर्गीय सत्यमोहन जोशीको नाममा नेपालको भाषा, लिपि, कला, संस्कृति र रहनसहनको अध्ययन, अनुसन्धान, संरक्षण र प्रवद्र्धन गर्न एक प्रतिष्ठान स्थापना गर्न पहल गर्नेछौं । ललितपुर जिल्लाभित्र रहेका ऐतिहासिक मन्दिर, ढुंगेधारा, पाटीपौवा, पोखरी पुनःनिर्माण र संरक्षण गर्न पहल गर्नेछौ । सबै किसिमका गुठी, बाजागाजा लगायत धर्म संस्कृतिको रक्षा गर्नेछौ । कात्तिकनाच, सिकालीजात्रा, हरिसिद्धिजात्रा, मच्छिन्द्रनाथको रथजात्रा आदिलाई विश्वब्यापी रुपमा प्रचार प्रसारगर्ने , अमूर्त सम्पदा संरक्षण गर्न आवश्यक कार्य गर्नेछौं ।
यसका लागि सम्पदाको पहिचान, लिपिबद्ध अभिलेखीकरण तथा आवश्यकतानुसार स्थानीय तह, प्रदेश, संघ तथा युनेस्कोेमा सूचीकरण गर्न पहल गर्नेछौं । सुचना प्रविधिलाई अन्तराष्ट्रिय प्रतिस्पर्धी बनाउन राष्ट्रिय र अन्तराट्रिय सुचना प्रबिधि उत्पादकहरुबीच सहकार्य गर्न आवश्यक पहल गर्नेछौं ।
