नगरप्रमुख श्रेष्ठका अनुसार नगरपालिकाको आ.व. २०८०/०८१ को स्वीकृत वार्षिक कार्यक्रममा नगरको खानेपानी समस्या समाधान गर्ने उद्देश्यले वृहद खानेपानी योजनाको लागि एकमुष्ठ रकम रु ३ करोड ३० लाख विनियोजन रकमबाट गोदावरीमा मुहान रहेको इमाडोल खानेपानीमार्फत इमाडोमा सहज रुपमा खानेपानी वितरण गर्नका लागी २०८० साल श्रावण ७ गतेबाट डिपिआर तयार गर्नका लागि प्राविधिक टोली खटाउने र भाद्र ७ गतेसम्म टेण्डर प्रक्रिया मार्फत कार्य सम्पन्न गर्ने योजना नगरप्रमुख श्रेष्ठले बनाउनुभएको छ ।

नगरपालिकाले एक विज्ञप्तिमार्फत उक्त योजना सार्वजनिक गरेको हो ।

सम्पूर्ण आदरणीय नगरवासीहरु,
स्वच्छ, सफा, समृद्ध, सुन्दर महालक्ष्मी नगर बनाउने योजना अनुरुप यस नगरपालिका अघि बढिरहेको सर्वविवितै छ । २०७९ सालको स्थानीय निर्वाचन पश्चात् आम नगरबासीहरुको इच्छा, आकांक्षा र चाहनालाई पुरा गर्न हरहमेसा नगरपालिका क्रियाशील रहेको छ । यस महालक्ष्मी नगरपालिकाभित्र जनसमुदायका सवालमा जल्दाबल्दा समस्याहरुलाई प्राथमिकताको आधारमा कार्य सम्पादन गरिरहेका छौं । यसरी प्राथमिकीकरण गरिरहदा खानेपानीलाई नगरपालिकाले नै पहिलो प्राथमिकतामा राखेको र निर्वाचनको सन्दर्भमा पनि प्रतिवद्धता जाहेर गरेका थियौं । जनतासँग प्रत्यक्ष जोडिएको मानव जीवन रक्षाको आवश्यकता र पूर्ति नै खानेपानी हो । यसै सन्दर्भमा महालक्ष्मी नगरपालिका अन्तर्गतको वडा नं. १,२,३ र ४ मध्ये वडा नं. १ र ४ खानेपानी उपलब्धताको हिसाबले पछाडी परेको छ । उक्त वडाहरुमा जनताको माग बमोजिम खानेपानी उपलब्ध गराउन श्रोत सुनिश्चितता छैन तथापी यो समस्यालाई हल गर्नु महालक्ष्मी नगरपालिकाको प्रमुख दायित्व हो । यस परिप्रेक्ष्यमा नगरपालिकामा स्रोत साधनको अभावका बाबजुद यो चुनौतीलाई अवसरको रुपमा बदल्दै खानेपानी समस्या समाधान गर्न नगरपालिका तल्लिन रहेको व्यहोरा सबैमा जानकारी गराउन चाहान्छु ।

यस नगरपालिकाको आ.व. २०८०/०८१ को स्वीकृत वार्षिक कार्यक्रममा नगरको खानेपानी समस्या समाधान गर्ने उद्देश्यले वृहद खानेपानी योजनाको लागि एकमुष्ठ रकम रु ३ करोड ३० लाख (अक्षेरुपी तीन करोड तीस लाख रुपैया मात्र ) विनियोजन गरिएको छ । यथा सक्य छिटो भन्दा छिटो सम्बन्धित सरोकारवालासहित गोदावरीमा मुहान रहेको इमाडोल खानेपानीमार्फत इमाडोमा सहज रुपमा खानेपानी वितरण गर्नका लागी यहि आउँदो मिति २०८० साल श्रावण ७ गतेबाट डिपिआर तयार गर्नका लागि प्राविधिक टोली खटाउने जानकारी गराउन चाहान्छु । उक्त प्राविधिक टोलीबाट भाद्र ७ गतेसम्म डिपिआर तयार गरी टेण्डर प्रक्रियामार्फत ढिलोमा २०८२ साल असार समान्तसम्म नगरपालिकाको वडा नं. १ र ४ लाई खानेपानी वितरण गराउने प्रतिवद्धता व्यक्त गर्दछु ।

यस महालक्ष्मी नगरपालिकाको वडा नं. १ र ४ मा खानेपानी उपलब्ध गराउन इमाडोल खानेपानी तथा सरसफाई उपभोक्ता समिति इमाडोल, ललितपुर र संघीय खानेपानी तथा ढल व्यवस्थापन आयोजना हेटौंडा, मकवानपुरबीच भएको सम्झौता बमोजिम इमाडोल सह लगानी खानेपानी तथा सरसफाई आयोजनाको कुल लागत रु.२८,२२,८५,५३२।४२ मध्ये उपभोक्ता समितिले नगदै व्यहोर्नु पर्ने १० प्रतिशतले हुन आउने रकम रु २,८२,२८,५५३।२४ को पाँच प्रतिशत रकम रु. १४,११,४२७।६२ खानेपानी तथा ढल व्यवस्था आयोजना र उपभोक्ता संस्थाको खातामा ऋण स्वरुप उपलब्ध गराउन इमाडोल खानेपानी तथा सरसफाई उपभोक्ता समितिमार्फत लेखि आएकोमा स्थानीय सरकार संचालन ऐन, २०७४ को दफा ६८ बमोजिम गाउँपालिका तथा नगरपालिकाले राष्ट्रिय प्राकृतिक श्रोत तथा वित्त आयोगको सिफारिसको सिमाभित्र रहि सम्बन्धित सभाबाट स्वीकृत गराई उत्पादनशिल, रोजगारमुलक, आन्तरिक आयवृद्धि तथा पुँजीगत कार्यको लागि आन्तरिक ऋण लिन सक्ने व्यवस्था रहेको तर स्थानीय तहले उपभोक्ता समिति/संस्थालाई ऋण दिने स्पष्ट कानूनी आधार नदेखिएको र सहलगानी सम्बन्धी विद्यमान कानूनमा समेत स्थानीय तहले उपभोक्ता समिति÷संस्थालाई ऋण दिने सम्बन्धी स्पष्ट व्यवस्था नभएको हुँदा पछि उक्त ऐन, कानून तथा तदनुकुलका नीति निर्माण भएपछि यस्ता परियोजनाहरुलाई पनि अगाडि बढाउन सकिने व्यहोरा यसै विज्ञप्ती मार्फत जानकारी गराउदछु ।
